In 2014, regulators at the California Air Resources Board were tipped off to the fact that Volkswagen was installing devices in their cars which would allow the cars to pass emission inspections — but then pump toxic substances into the air after the inspection was over. The emissions software Volkswagen installed in diesel cars in the United States was programmed to pass emissions tests devised by the Environmental Protection Agency.

Many of the Volkswagen cars with cheat devices proved exempt from recall because they were able to pass state emissions testing. The Jetta and Golf models made between 2009 and 2015 are affected by the emissions issues. In November 2016 Volkswagen started buying back the affected cars, to correct the situation.
